Doors - care and maintenance

I have a problem with my living room door. I suspect that the last people who hung it after the work on the kitchen and bathroom did not do a very good job. Essentially, the screws that hold the door to the upper hinge no longer grip the wood - the holes have enlargened themselves gradually to a point where you cannot get the door to stay on its hinge properly for more than a couple of openings and closings.

What do I do? I may be able to get the council to come and fix it, but it may be my responsibility. Do I take the door off, fill the holes with woodfiller, and then create new holes once that is dry? Or is there something I can do with something like rawlplugs? Or do I need to borrow an electric screwdriver and tighten the screws much more tightly than I can by hand?

Advice please.
